I'm not a huge fan of their events but I thought the CCG guys might want to go.

Hobbytown Frederick
---------------------
Below are the rules for the tournament at hobbytown this coming
Saturday. This a combined Fantasy/40K event with trophies and plaques
to the winners. Below are the rules

Basic Tournament Information
This will be a three round 2000 point tournament. Each round will
last two hours. The first round of the tournament will begin at 10:30
AM. After the first round there will be a half hour lunch. During
lunch you will need to leave your army set up along with your army
list for judging.
Scenarios will be handed out prior to the beginning of each round.
Everyone must turn in a legible army list with their name on it
before they can begin play. All players must also have a legible army
list that their opponents can review before and after the game. This
means you must have at least two lists with you at the start of the
tournament.
All decisions of the judges are final.
Point Scoring System
Players will be able to score points in three different areas. These
will be game points, battle points and army appearance points. Each
of these categories is explained below.
Game Points
These are the points that are determined solely on the
win/loss status of the individual games.
Victory = 5 Points
Draw = 3 Points
Loss = 1 Point
Battle Points
These points are determined by game play. So it is critical that
players keep an accurate count of these to turn in at the end of
their game. Each unit can only be awarded points in one of the below
categories.
Every enemy unit that is broken or below 50% of its beginning game
strength at the end of the game is worth 1 point
Every enemy unit that is destroyed is worth 2 points. Any unit
regardless of reason which is not on a table at game's end counts as
destroyed even if you forgot to deploy the unit.
Killing an enemy general is worth 3 points. If asked before a
beginning of a game players must point out the model which represents
their general. After the game begins players are not obligated to
point out their general but are encouraged to remember that it is
everyone's responsibility to make this an enjoyable event.

Army Appearance
Part of the hobby is to have a painted army. This is not to say you
need to have models to golden demon standards but to encourage those
who enjoy painting more or as much as gaming.
1 Point for having your entire army painted and including no
inappropriate proxies. Should you wish to field certain models in
your army that "count as" something different in your list than the
model that was originally intended you need to follow these basic
rules: the models must be roughly the same size as those you are
substituting them for (eg. you could not use Imperial Guard Ogryn to
represent Imperial Guard Conscripts), you must be consistent
throughout your army (eg. if both of your Space Marine Dreadnoughts
have twin-linked heavy bolters - an option no longer allowed - you
could field them both as assault cannons, but not one of them as an
assault cannon and the other as twin-linked lascannons), and finally
you must be very clear with your opponent prior to the game, going
over anything that may cause confusion. It may be appropriate to
create a "cheat sheet" for your opponent that has pictures of the
units accompanied by a description of the units and its
equipment.

2 Points for having your entire army painted and including no
inappropriate proxies and having some form of flocked or finished
bases. A base which is only painted does not count as finished.
3 Points for having your entire army painted and including no
inappropriate proxies and having some form of flocked or finished
bases. A base which is only painted does not count as finished. The
army has a cohesive paint theme.
4 Points for having your entire army painted and including no
inappropriate proxies and having some form of flocked or finished
bases. A base which is only painted does not count as finished. The
army has a cohesive paint theme. All units have some form of unit
designation. This can be in the form of squad numbers, shield designs
or unit paint schemes. A number on a base does not count as a unit
designation.
5 points for having your entire army painted and including no
inappropriate proxies and having some form of flocked or finished
bases. A base which is only painted does not count as finished. The
army has a cohesive paint theme. All units have some form of unit
designation. This can be in the form of squad numbers, shield designs
or unit paint schemes. A number on a base does not count as a unit
designation. In addition the army has been painted to a high
standard. This means that at least 80% of the army has had some form
of shading/highlight or other positional light effect evident on the
models.

In addition the judges can award negative points for poor
sportsmanship or for offensive acts. All efforts will be made to warn
players to make appropriate modifications before negative points are
awarded.
