Range at the start of the game?

At the beginning of the game, if two regiments deploy exactly 12" out from the board edge opposite each other, then one unit targets the other with a ranged attack with range 24" (neither has moved yet) is possible for the target unit to be in range?

I believe we had a discussion about this a few months back. In the BRB, it specirfically states that you must be deployed MORE than 24" apart. So, to answer your question, without moving or breaking the rules, no, it is impossible.
